i'm laura garcia-cannon in for scott mcgrew. it's 4:30. that means it's time to check the east bay forecast. >> good morning to you, laura, good morning to you at home. we have clouds overhead that's going to prevent fog formation for now which is good if you have to wake up and get to work right now. we have great visibility. we could see fog become a factor. we're going to keep watching that but the east bay looking really mild this morning because of that cloud cover. our temperatures are in the upper 40s. we'll let you know when the rain is to return and how warm it's going to be today. i think you'll like it coming up. let's check your drive with mike inouye. >> good morning. an easy east bay commute. we have the maze, close to the limit approaching the toll plaza. approaching the san mateo bridge you have construction, northbound 880 at 92, the transition ramp on eastbound 92, that's an issue but westbound

you might have construction crew clearing from the scene so there could be an issue. over to the san mateo bridge plaza. over to the peninsula with the taillights, a smooth drive. you can see the lights and no shake to the camera so wind relatively calm crossing the water. >> it's 4:32. this morning an east bay school district is laying out its worst case scenario, dozens of potential layoffs to close a $22 million budget gap. monty francis is live at concord with more of what this means for teachers, district employees, students and parents. good morning, monty. >> reporter: good morning. we're live at the school district headquarters where the layoff notices could go out as early as next week. a total of 180 district employees should expect to receive pink slips and that includes 150 teachers. last night the school board authorized a layoff although they are tentative at this point and won't be final until the state's budget is passed.

the deadline for that is in june. but this morning the future is uncertain for 33 music teachers, 28 high school teachers, 27 elementary school teachers and 20 librarians in the district. the district is faced with declining enrollment and a $28 million budget shortfall. the cuts would rid all elementary schools in the district of their music programs. >> stand behind the board that treats my children as if they are petty cash and me as if i'm unintelligent and disposable. >> reporter: the district has decided to close two schools in concord to deal with the shortfall. depending on what happens with the governor's budget in june and a ballot measure to extend taxes the district is considering shortening the year and starting the year in october. parents and teachers are not satisfied. they are vowing to fight to keep teachers on the job. live in concord, monty francis, "today in the bay." >> thank you very much.

this morning antioch has a plan to prevent police officer layoffs. city leaders unanimously agreed to labor concessions of the union. it defers scheduled salary increases and also requires that starting in july officers start paying 3% of their salary toward retirement pension costs until january 2012. they currently pay none. the agreement saves the city some $967,000. >> this morning east bay police are searching for a convicted child molester who appears to have skipped town after a court house run-in with a victim. he was last seen on the first day of testimony in his trial when he came face-to-face with a 13-year-old witness who according to the "mercury news" fell to the ground sobbing at the sight of him. four days after he went missing betty was convicted of molesting two teen girls while working as a family counselor in pittsburgh.

betty is now facing more than eight years in prison and possibly more time for ditching his trial. >> on the 6 month anniversary of the san bruno explosion we're learning more about what led up to the blast. new documents show that pg&e operators knew a botched repair job in a control station was causing gas to flow uncontrollably but they couldn't fix the problem remotely and that set off a chain reaction. a half hour later the pipe line in san bruno exploded. pg&e is not saying if there is a connection. also we're learning the san mateo d.a.'s office is investigating the company's 1993 seismic upgrade project. they upgraded pipelines but stopped a few blocks short of replacing the section of pipeline that exploded last september. many people are still recovering from the painful ordeal. jean elle has a touching story of a woman who grew up in the neighborhood and is helping it to heal. >> reporter: the pipeline

exploded behind me, you can see this neighborhood has a long way to go before it looks like home. one woman who grew up here says piecing this tragic story together is helping her heal. >> making the quilt is how i started my own healing process. >> reporter: ann presented the san bruno council with a special quilt. it honors the heroes who saved lives and property and remembers those who were killed in the pg&e pipe line explosion. six months later it's still hard for mcdonald to visit her childhood home. >> it's very difficult to see that. i usually walk down to the corner every time i go home to look at it again. >> reporter: sewing this story together gave her a chance to reflect on a disaster that changed so many lives. mcdonald won't ever forget the kindness. >> and going to the rec center and trying to find clothes for our parents and all of the process and you saw people who went down there and cooked for people for four days and brought everything people could need and

helped out so much. it really reminds you that people care. >> reporter: she went to fire stations that responded to the inferno to collect tee shirts. talking with firefighters was the most emotional part of piecing her quilt together. >> when i was collecting things and talking to the firemen because it brought up so much for so many of them they saw what it was and as it was happening. >> reporter: eight died. the mayor attended many of their funerals. his promise now, to never let the san bruno disaster be forgotten. >> my greatest fear is that the hole gets filled and the street paved and somebody comes up to me and says didn't you guys have a fire or something at san bruno a few years ago. >> reporter: the quilt will help keep difficult memories fresh. that quilt will be hung at city hall in san bruno, for people living in the neighborhood, the fences and the empty lots are all the reminders they need.

jean elle, nbc today in the bay. >> such a devastating day. today environmentalists will meet with caltrans officials over concerns on a road project. a meeting will take place to discuss the construction's impact on environment near niles canyon road. groups say it will destroy hundreds of native trees and threaten habitats. caltrans officials say the plan will improve highway safety. >> the coast zbard honoring a bay area man who risked his life nearly 70 years ago. the late tunnel will be awarded a special medal for saving the life of a fellow sailor from the icy waters of canada back in 1946. his enlistment end add few weeks after the incident and the process to honor him was actually never processed. a ceremony will take place at the coast guard island in alameda later this morning. tunnel would become the nfl's first african-american elected to its hall of fame.

a nice honor finally. 4:38 now. i want to check the forecast with christina. >> good morning to you. we're looking a little on the cloudy side this morning with the clouds are actually helping us out in the weather department especially if you are an early morning commuter. the fog is not able to form because we've got a good blanket of high clouds, mid level clouds over head and that's good news. we have calm winds. as soon as we lose this cloud cover we could see some of the fog form. we're going to keep watching it for you this morning. clear skies, calm winds usually leads to the radiational fog. this afternoon you are going to love what's in store. i'm calling it the best day of the week. 47 degrees right now in livermore. 50 in hayward. in concord, 49 degrees. and we are on our way towards the 70s in many east bay cities. concord 70 for you, 68 in fairfield and 70 degrees in livermore. so a nice afternoon. we're going to drop off in temperature tomorrow and there is rain on the way. we'll talk more about that

coming up. >> good morning. best day of the week, that's good. i'll call this the best commute. the car knee news and benicia bridges. north of here we had an accident eastbound 80, and that cleared. the incident is clear from the roadway. a smooth drive east of there also out of antioch, 66 you see that will slow down over the next hour between 5:30 and 5:40. from the walnut creek interchange for 24 out of orinda and through the caldecott tunnel, westbound bores should be no problem. no construction scheduled but there's the tribune building in the distance. through oakland, smooth for 880 at the bottom of the screen and a live look shows you the toll plaza with no major issues. slowing at the bottom lane here as you approach the toll plaza. i'll check, so far sounds like

a good wednesday morning to you. we take a live look outside. 880, pretty light but it's early. >> botched buyout. imagine cashing out your retirement plan and finding out months later there is a mistake and you owe half back. that's what happened to one state worker and it's not the first time. today in the east bay's vicki win has more. >> all i saw was a check for

$82,000. >> reporter: jana thought she was starting a new chapter in her life. >> you try to verify twice that was the right amount. >> it said it was correct. and i called them and said are you sure, they said yes. enjoy your retirement. so i was like whoa. >> she celebrate bid investing in her business. >> i paid off my debt and did a lot for the community and helped people to get jobs. i was overjoyed. yeah. so i thought i would be able to enjoy my retirement. >> reporter: four months after cashing her check calpers sent her a notice saying she was overpaid by $39,000. in a letter dated the following day that shot to almost $52,000. >> to get emotional about money, it's a thing but that's a huge amount. >> somebody doesn't know what they are doing.

>> reporter: this is not her attorney, she can't afford one, but he says he's dealt with dozens of cases where both private companies and state agencies botched their worker's payouts and demanded the money back. we found court documents involving other cases where calpers made mistakes in payments, undiscovered for almost four years. surprisingly he says you may be on the hook for up to three years even if you did everything right. >> if you are ever dealing with a large corporation or any government agency you should assume that whatever is going to go wrong will go wrong. you should keep an accurate record of everyone you talked to, their phone number and address. you should take good notes. >> reporter: she subsequent 12 1/2 years working for solano county helping people get jobs. she hopes by taking the early retirement she could continue to do so through her own nonprofit. >> i have this enormous debt.

10 million cars a year. and though it does admit rapid expansion is partly to blame for many of its recall problems, let's turn to courtney reagan at world headquarters. good morning. >> good morning. futures are actually slightly positive though investors a bit jittery. stocks did get some relief yesterday, all the major u.s. indices did close higher after opec said it's considering raising output to tamp down. u.s. crude is below $105 a barrel, easing back from the 2.5 year high we saw hit on monday. the spike in oil prices is helping push stocks higher in asia. european stocks are mixed. separately the bull market turns two, the s&p has almost doubled when it hit a 12 year low after the financial crisis. the dow is back above 12,000, about 2,000 shy of its all-time

preventing some of the fog from forming in the east bay this morning. we do have a little haze out there and we are expecting some fog formation over the next couple of hours. right now pretty good visibility across the board, it's clear and basically everywhere you head right now it is clear out there. and it's actually pretty mild out there as well. temperatures this morning are in the 50s, we're looking at 51 degrees right now in oakland. probably going to reach about 70 degrees in oakland today as your high. 49 degrees in concord now. and 47 degrees in livermore. along the peninsula we will see a bit of a sea breeze but we're looking toward relatively calm winds. it's the calm winds that could lead to fog formation this morning so we're going to watch that as i said before. it is probable. 69 degrees in oakland, 67 in fremont and 70 degrees in los gatos. in the south bay, pretty comfortable all day today. looks good, then the rain comes back in the mix as we head into tomorrow, laura. i hope you have a cute little
